Foreign Relations (Foreign and Security Policy) of Lee Myung-bak Government: Characteristics and Tasks
The Korean government, under the leadership of newly inaugurated President Lee Myung Bak, aims at realizing the "Advancement" of Korea as a main national strategy. Along the governing philosophy of "pragmatism," Lee government has pronounced the five policy goals, that are "alive market economy," "nation with a pool of good talents," "Global Korea," "active welfare system," and "the government that serves well." With regard to external relations, including foreign and security policy of Korea, the new government, under the vision of Global Korea, plans to implement a total of 47 policy agendas including 10 core ones, such as the strengthening of the US-Korea Alliance, and complete destruction of the North Korean nuclear weapons. These national policy line and policy agendas of the new government are distinguished in many aspects from those of the previous governments of President Kim Dae-jung and Rho Moo-hyun. The new policies in foreign and security affairs signify a new search for national strategy in the environments of a new era, and also serve a foundation of political and diplomatic efforts realizing the national goals. They also indicate the possibilities that Korea's new policy posture may bring changes in such critical issues as US-Korean relations, relations with four powers, North-South Korean relations, and national reunification. The main characteristics of the pronounced pragmatic foreign and national policies can be defined as the composition of the three: the realist, mercantilist, and internationalist approach. These characteristics and policies would be applied and tested for the rest of the term of the new regime through actual policy implementations, as in the US-Korean alliance, North-South Korean relations and reunification policies. energy & resources diplomacy, the expansion of participation of PKOs, and strengthening ODA. Therefore, it is necessary to examine the policy goals, contents, strategy, and means of each policy agenda, to predict direction and suggest for alternatives. Furthermore, this study suggests for the pressing challenges and tasks that Lee government should deal with in order to achieve the successful 'Advancement' of the nation over the next five years. The tasks may include: the establishment of the identity of foreign policy modeled after the advanced countries; the expansion of foreign policy agendas including global issues; Korean style of foreign policy strategy; strengthening of diplomacy toward the UN and multilateral diplomacy; enhancing foreign policy infrastructure; and upgrading presidential leadership. Therefore, the government should work hard with more realistic and systematic efforts in order to effectively achieve the intended goals of the policy agendas, and to meet the great expectations of the Korean people.
