독일의 공직제도에 관한 연구
A Study on the Civil Service System in Germany

    Civil service modernization in Germany proves to be a particular process of public service development. It is bound to traditions and woven into a particular administrative system. “Public Service” in Germany encompasses the entire range of those occupations (the so-called “non-independent” occupations) which are dedicated to discharging duties of state and which occupy a position within the state's administrative organization. The career-structure(Laufbahn) principle has never been implemented comprehensively and without any qualifications or concessions to practical reality. the career- structure(Laufbahn) principle was moderated as soon as Germany introduced on the civil service. In particular, the qualification of system of career- structures(Laufbahn)is largely attributable to the influence of the allies, who were at pains to break the dominance of the traditional corps of civil servants.For current Reform of civil service, Germany needs a modern public service that can provide citizens with efficient administrative services. The federal government intend to go on increasing the emphasis on performance in his service regulations and to create pay regulations that can reward achievement without giving rise to expensive new bureaucracy. It calls “New Approaches in the Public Service”(Neue Wege im offentlichen Dienst).
