An Empirical Study on Employee Involvement and Industrial Relations in the Officialdom
This paper firstly investigated the employee involvement(EI) level of government officials by investigating the actual conditions of participation systems in the officialdom for settlement and advancement of the Industrial relations(IR). It also carried out researches on the relationships between EI and IR; EI and union commitment; union commitment and IR; and the mediating role of union commitment between EI and IR. As a result of the empirical analysis, the EI in the officialdom showed that efficiency-oriented EI was activated more than equity-oriented EI, but the overall EI was much weaker than the one in the private sector. Especially, officials of the central government had much lower level of understanding about participation systems than those of local governments. EI had positive effects on cooperative IR and both direct and indirect participation positively affected cooperative IR. Specially, indirect participation had more effects on cooperative IR than direct participation did. Thus, EI of government officials should be encouraged to build cooperative industrial relations in the officialdom and implication of indirect participation can be very meaningful.In addition, the finding confirmed that only indirect participation had positive effects on union commitment and union commitment positively affected cooperative IR. For the last, union commitment of government officials partially played a mediating role between EI and cooperative IR and a complementary role in the cooperative IR in the officialdom.
