A Study on the Influence of the Press Reports on the Policy Formation Process in Local Governments: Focused on Public Servants' Perceptions in Ulsan Metropolitan City
The purpose of this study is to analyze the role and influence of the press(and broadcasting) on the policy formation process(policy agenda setting process & policy making process) in local government. The press in this study means press and broadcasting of central and local area. The local government is implementing body of local autonomy system and the policy formation process is divided into policy agenda setting process and policy making process. The results of this study were as follows. First, the attributes of reporting had significant effects on the policy formation process in various ways. That is, the intensity of report, the contents of report, the degrees of interest of the press. and reporting frequencies had different effects over time by each stage of policy formation process. Second, the attributes of reporting affected participants who are in charge of policy and policy decision in the policy formation process. Specifically, it was identified that the degrees of interest of the press had the strongest effect. Third, participants in the policy formation process had a significant effect on the policy process. Regarding this, policy decision maker had the significant influence on the alternative decision stage. However, in the agenda setting process and alternative searching stage, there was no significant effect of policy participants. Fourth, the attributes of reporting affected the policy formation process by changing the participants' recognition. Therefore, taken as a whole, it revealed that the press affected the policy formation process of local government, even though the effect was not same at each stage. The press had significant influence in agenda setting process and the broadcasting had it in policy making process.
