The Way to Revise Laws Related the Local Administrative Agencies of Education for Supporting School-Based Management

    The purpose of this study is to define how to revise laws related the local administrative agencies at the point of emphasizing the responsible school-based management for diversity education to support school-based management. For this, this paper tried to clarify the foundation of laws related to the local administrative system of education and also analyzed 'the initiatives on the revision for local district offices of education' that the Korean government has promoted since June 2010. In addition, the implication is drown by reviewing the local administrative system of developed countries including England, USA, and Japan to establish a standard for appropriate roles of the local administrative agencies of education in Korea.The fundamental direction for the revision of the laws is presented to reorganize the system that has functions of administration and supervision in district offices of education rather than to repudiate existing functions, in accordance with the purposiveness followed by reorganizing office's authority and supporting human resources and finances. In addition to the direction, this paper examined the systematical aspects of education administration to reestablish roles of central and local administrative agencies of education in terms of national administrative system of education fundamental direction and relation between the agencies and district office of education.Therefore, it is suggested that the revision of the laws should include the necessity of establishing the principle of dividing roles between the central government(the minister of education) and the local government(education chiefs), setting-up of the superintendent's office work to clarify the function of district office of education, and permission of the regulation based upon allowing the superintendent to manage high school-level office work as well as the enactment of an ordinance on the specific cases.
