Japanese 「Sea Otter·Fur Seal Fishing Law(臘虎??獸獵法)」 and Dokdo Sea Lion
This study focused on the Japanese fisher's fishing manner in the Dokdo sea lion fishing field which is the only mammal breed area in the East Sea through 「sea otter·fur seal fishing law(臘虎??獸獵法)」 announced in 1894. Japan prepared abbreviated fishing laws which demand an application for fishing licenses to develop the national fishing industry after the advance of foreign fishing vessels into the Japanese territorial sea in late 19th century. However, Japanese fishers who advanced to Dokdo competitively over hunted without the required licenses. Only Nakai who failed to receive fishing licenses and expelled from Russian fishing fields tried to submit fishing license applications to the Korean government. Nakai received sole fishing rights anomaly from the Japan government excluding 「Sea Otter·Fur Seal Fishing Law(臘虎??獸獵法)」 after the annexation of Dokdo. As a result, the Dokdo fishing field became Nakai's private fishing field to massacre female and baby sea lion. When Takeshima Fishing Corporation dissolved, people of Kumi region who owned Dokdo fishing field rights sell the right to Ulleungdo diving fishers and stopped sail to Dokdo. Fishers from Oki trusted fishing field management to Ulleungdo fishers, which recognized Dokdo as annexation of Ulleungdo.
