    As the modern industrial society has changed labors view and their consciousness, their desires are diversified and raised ; job consciousness is more remarkable. But the conflict between the labor and the management due to this brakes out the industrial peace, and the condition of relationship is very serious 1987. therefore, the joint labor management consultation system is one of the facilitations of the labor participation, designed to provide the dialogue between the labor and the management. It helps the mutual reliability between the labor and the management and the labor to understand their enterprises and managers. Therefore, the purpose of this study is to analyse the actual operation conditions of the joint labor management consultation system in Korea and draws problems in it regarding the joint labor management consultation system as a labor management relation to settle disputes between the labor and the management and show the developmental directions of thom. Specific ways to promote existing the joint labor management consultation system can be established as follows: At first, the role and the position of the joint consultation committee should be clarified, first of all , as a basic reform measure when it can be said that general purpose of the joint consultation committee is to form a democratic cooperation relation. Secondly, the basic stance should be established on a national level for workers participation in operation in the aspect of long-term policies to operate the joint labor management consultation system effectively. Thirdly, it shall be carried out to divide collective bargaining and joint labor management consultation system by function. The former should treat large scaled and long term problems around trade union and the latter should settle problems related directly to workers both in companies and working places by dividing them by functions. Fourthly, the functions of the existing joint labor management consultation committee should be compensated for the weakness held by it as a system where workers participate. Finally, this study stressed that the joint labor management consultation system is desirable to operate detail affairs by self-regulation of the labor management together and only fundamental affairs by legal system in terms of its execution to raise the meaning of the joint consultation committee as a self-regulation agency to prevent labor management disputes within a company and that the labor, the management and the government shall make continuous efforts with long terms view in order to successively settle the joint labor management consultation system.
