    ITS(Intelligent Transport System) has been proposed as an alternative to solve traffic congestion problem. The Signal control is one of the most important area of study among the various ITS fields. This paper proposes SCUGA(Signal Control Using Genetic Algorithm) for optimal signal control. SCUGA is an intersection, which uses the Genetic Algorithm, related to the biological evolutionary theory, SCUGA observes the traffic flow through sensors during a poriod of time and then the data observed are transfferred from the sensors to an efficient traffic control system through Internet. SCUGA is a heuristic method which uses the biological evolutionary theory, Genetic Algorithm, based on the observed data. The advantages of SCUGA over other control schemes are in its speed for real time control and in its adaptivity on various traffic situation
