    As social and economical variety problems appear. there are many problems to handle at labor-management relations. So, the Joint Consultation System which are base on the idea of cooperation of labor-management and the idea of industrial democracy has been established and has applied to the company. But unmature application bring to problems. Therefore, in order to attain the true Joint Consultation System, many studies which are theoretically and empirically are necessary. Investigation through survey represent many problems are as follows: First, Labor-management relations were relations between master and servant. Second, Between worker and manager exist distrust and uncooper ative state Third, Altogether worker and manager applicate with misunderstanding character of the Joint Consultation System. To solve this problems, worker and manager has consciousness of problems with positive attitude, improve relationship and operate education of labor-management, So as to has trust each other, know exact labor-management system. However like this countermeasure, it reach to limit point of requirement. Because variety of occupation and social, cultural, economical system changes. Therefore, in order to satisfy nation, economy, company and worker at the same time, it need activation of labor union.
