We have been confronted by not a few problems in the educational field since the early 1980s. The educational problems should be resolved in so rational a way that the educational function may contribute to accelerating the socio-economic development in our country. In this situation, We cannot overestimate the importance of our study not only on the organization background but also on the evolutionary process in korean teachers' and educational personnels' union. The background of the Union is as follows: First, change in the view of the teaching profession: second, teacher' self-consciousness and self examination of the abnormal education system, which is resulted from the university-oriented education and the overheated out-of-school lessons:third, teachers' discontent with their working conditions and treatment : fourth,demand for the educational democratization; and finally, dissatisfaction with the existing educational institutions. we could divide into four priods the systematization and development process of the union:the first period(early 1980-december, 1988) is the process of its systematization: the second period(dec. 1988 - may 14 1989) is the preparatory process of its organization; the third period (may,14 1989 - july,1989) is the process of its organization and development: the fourth period (july,1989-) is the process of its disintegration and restoration. We shoul solve rationally the problems subsequent to the process of the Unioncampaign :such as, teachers' position as "worker": guarantee of the "three primary rights" of the teacher laborer: "lawfulness and unlawfulness" of the existing educational laws; and "purity and impurity" of the Union's movement for true education. The Union's movement can be evaluated to be affirmative,in that the teachers have brought up the real educational problems to the society,have struggled positively to solve the problems, and have achieved many visible results. The programs for vitalizing the teachers' organization are as follows : first, to guarantee the organization as a legal special corporate organization: second, to guarantee its collective bargaining rights: and finally, to reorganize and revitlize its own organization. We can see that,paying no attention to the varions needs of the teachers, the authorities could never achive the education objective. They should, therefore, give ears to the teachers' sound opinions. Instead of futile discussion with the teachers concerned, they should find out some rationalistic alternatives so as to solve the present educational problems.
