The actual situation of the elementary school is that the teacher can not be engrossed in his/her proper task, teaching, because of the burden of miscellaneous services occupying most excessive work and his/her involvement in duties other than education deteriorates the quality of education, which at length weakens the educational power of the nation, therefore, it is thought that it is the very significant study to prove for an alternative to many-sided institutional improvement to attain the teacher's appropriate work load by making an thorough of analysis of the actual condition of the teacher's work load and its cause. Accordingly, this study aims to provide materials available to policy to improve the teacher's work load system by suggesting the appropriate plan on the teacher's work load perceived by the teachers in active service. 80 percent of the teachers sampled as subjects expressed their complaints of the teacher's work load in the elementary school is gradually increasing, and they pointed out that the root of its cause consisted in firstly, the board of education and, secondly, the schoolmaster. It was shown that the teacher's work load in the school accounted for three hours and two minutes a week in case of the teacher in charge of the class and the number of the books relating to the work of the class accounted for 8 volumes, the considerable number of which is possible to discard and unite. It was pointed out that the causes for generating the excessive work load relating to the class included unnecessary book keeping, plural works, schoolchildren's transference to and from the school and restoration of works. In relation to weekly work load, it was shown that the chairperson spent six hours and 59 minutes a week, the common male teacher spent 5 hours and 10 minuttes and the common female teacher spent 3 hours and 39 minutes. The average time of their work load was four hours and 25 minutes, which is excessive work load, One cause that brought about much work load was shown to be the public documents released from the superior authorities and the other cause was shown to be the fact that it took sooner or later time to obtain an approval from the schoolmaster. The affair of collecting all kinds of miscellaneous fees, was a cancer among the miscellaneous affairs of the teachers in the elementary school and so was compelled to leave the teachers' hands at the time that the school-supporting meeting was inaugurated, has emerged again and is becoming the excessive work load to the schoolteacher, of miscellaneous affairs such as school-lunch fee, savings, milk fare, newspaper fee, the gift of money in token of sympathy, and the like. Based upon the findings obtained from the above analysis, an attempt was made to present the problem about the teacher' work load resulting from miscellaneous affairs and then make some suggestion to alleviate the teacher's work load ad follows; Firstly, should respect for the teacher's specialization and guarantee the teacher's autonomy in studying teaching materials. Secondly, should simplify the arrangement of the school environment and distribute the materials manufactured by the specialist for it. Thirdly, excessive work load should be relaxed from the schoolteacher that feels the heaviest work load to attain the appropriateness of work load. Fourthly, the kind of public registers and books kept in the school should be strictly restricted in numbers in accordance with the order issued from the ministry of education. Fifthly, school hours assigned by the teacher a week should be set to 20 hours regardless of the school and class and overtime allowance should be paid for the teacher in relation to the load of school above 20 hours.
