When we consider the personnel management as the most important part of the supporting system in educational administration, the rational and effective promoting system of teachers is required, as it has a great effect on the morale and the will to work. Current promoting system of teachers has many problems such as limited opportunites of promotion, unflexibility of the system, the management - oriented administration rather than the application of expert knowledge, so it cause the teachers' discontentment and lowers the morale and the will to work. According to the above mentioned reasons, we'd like to study the current problems of the promoting system o teachers and suggest the reform measures First of all, as the primary school teachers have more career, they are more concerned about the current promoting system and it is required to devise the plan of preterential treatment to the teachers who teach the students directly. Second, the study shows that the major variable in promotion is the valuation for the work. And 30 years is adequate for the total valuating period Also, the teachers put the priority in the career so they think the seniors should have the promotion opportunity first. They request the limitation of the valuation record for the work should be reduced 80 degree and the period curtailed 1 year from 2 years. Third, they are very positive for the chief-teacher system and for the performance during training, many of them suggest that the opportunity of training be more enlarged and the adequate record be 3 points and the performance record according to the grade be raised. And the last, the opinion for the additional pointing system, it is necessary to add point to the teachers who work in an island, an isolated area a leprous patents school, but they are negative for expanding the range. We hope that this study will make a small contribution to the improvement of the rational and effective promoting system in which the teachers as the specialists can reflect their opinions and which makes the will to work elevated and the education desirable.
