    The system sf educational autonomy dates back to the early 1950's. It is certain that the system of educational autonomy has devecolped into a better system in spite of many hin drances. However, it has revealed many operational problems. From this point of view, this study aims at confirming the problems deriving from the three-year-cnforcement of current educational autonomy. This study also aims at using the problems for basic data of better improvement of the system The purpose of this research is about searching for theoretical background of the self-governing system of edcuation, and about analyzing the fundamental structure of current self-governing system of education by the former basis. The method of this research of records, and it is approached by the running parallel of historical study from introducing the self-governing system of educational to now, and of analysis of the positive law, constiutional law, etc. The theoretical background of the self-governing system of education understood by the research of record is this : First, educational administration is a part of public administration, the activity of planning and utilizing resources for attaining educational purpose of an institution of authority. Second, the self-governing system of education is the institution of self-governing the educational affairs by the educational self-governing body for securing independent and democratic trait, which is separated from general adminstration and it has two variables, decentralization and independency. A developmental course of Korean self-governing system of education is this : 1) A military administration of United States legislated the military law to operate the self-governing system of education in Korea, but did not put in force because of the establishment of Korea government. 2) In 1952, the self-governing system of education was operated by adoption of small educational district system with municipal and county unit, but the quarrel about it is existence in internal and external educational world was continued until 1961, during 10 years. 3) By the revolution of 1961 in May 16, the self-governing system of education had a process of suspention, cease, and reborn, and now, it is operated by provincial unit. For the more development of this system, it is needed that decentralizing of the educational adiministration operating and constructing of independent institution an revolution and execution, and establishing the security about the citizens controlling or participation, the revolution of autonomous trait of school unit. In conclusion, controlling education have to leave autonomously and entirely district, but the problem about nation or about the interests of each district have to resolve through the National Assembly or the local Assembly. Finnaly except the national problem about education, the Central Administrative Organization have to accomplish the promoting role which secure the positive freedom, and if we do, the self-governing system of our nation can be developed converged in harmony between realizing and idealing and ideal.
