1.The object of study The object of this study are the following. First, an analysis of the morale obstructive factor on public servant in Korea. Second, a grope for the morale elevation of public servant. 2. The method of study For reaching the object of this study (1) The means of investigation was literatur study. (2) The logical progress was mixing of deduction and induction. (3) The reference literatur was public personnel administration and administrative organization and administrative behavior. (4) The study process was first consideration of theoretical background, second analysis of morale obstruction, third grope of morale elevation on public servant. 3. Conclusion The following is the result of this study Firstly, a consideration of theoretical background was a morale and man view : ⓐ rational economic man, ⓑ social man, ⓒ self-actualizing man, ⓓ complex man. Secondly, an analysis of morale of morale obstruction was five factors : ⓐ an unfair disposition or rotation and promotion, ⓑ an unfit reward and pension, ⓒ a disparity of purpose and demand on education and training, ⓓ unsatistying performance evaluation or appraisal, ⓔ the others morale obstructive factors - a social lowering Confidence for public office, an overweight charge on affairs, an undue interference on affairs, an excessive directions on affairs a nondemocratic internal control, an old style behavioral control, a not adaptation to new circumstance, an excessive reform etc. Thirdly, a grope for the morale elevation of public servant : ⓐ a positive reinforcement program, ⓑ an employee counseling, ⓒ an adjustment of grievance, ⓓ an employee organizations, ⓔ a suggestion system, ⓕ a job and affairs, ⓖ an improvement for job and affairs, - job rotation and job enlargement, a job enrichment, a flexitime etc. Closing this paper, this study on the morale Promotion of public servant ars not complete, and now is begin. I hope that many student will study this field and develop the morale elevation of public servant.
