    The clerks in charge offer the public service with a standing residents convenience who have served at Gyeong Gi Do Hwa Song Gun Eub Myeon office of a local public service personnel. This study objection searched the correlativity between a chief cause their duties satisfaction and the qualitative level of the public service that presented the improvement direction of a chief cause of the duties satisfaction to find the point of issue. This paper investigated on the theory of duties satisfaction and service quality that selected on their composition elements with the theoretical background that they were analyzed with a question investigation positively. This paper was selected 5 kinds of the duties satisfaction dicision factor to refer E. Lock's them and was divided 17 kinds of the low primary factor. First, duties emvironment : duties hour, changer reserves, duties out of the office hours, air-conditioningitis equipment and cleaning. Second, remuneration and pubilc welfare : holidats execution, salary, public welfare system Third, duties-itself : business quality, professionality, worth and interest, education times and level, promotion standard and the year required, individual development and growth. Fourth, supervision and mutual understanding : subordinate commission of the cometence, human relation, equality of the supervision and the valuation. Fifth, a sense of mission : a sense of mission was not the duties satisfaction factor but analysized to be here. The level of the public service has been classified to the trustity, confrontation, solutionity, mutual understandig, kindnessity etc. In the satisfaction degree of the duties, a sense of mission was the highest and the order was the supervision and the mutual highest and the order was the supervision and the mutual understanding, remuneration and public welfare, duties-itself, duties environment that this analyzed such a factor in the chapter 3, also at which consideratted about the correlation between the duties satisfaction low factor and the public service level. Duties hours, changer reserves, duties out of officehours, air-conditiongitis equipment and cleaning as the duties environment low factor were the lowest on the satisfaction degree of the duties. The dissatisfaction factor was duties out of office hours in them. Low factor of the supervision and mutual understanding was high constantly about the satisfaction degree of the duties composed the subordinate commision of the competence, human relation, equipment of the supervision and the valuation. Satisfaction degree was high because that was human relation in the organization. Total average of the satisfaction degree of the duties was ordinary level, so this indicated to dissatisfaction on the duties environment and the given codition. In the reaction degree of the public service qualitative level, the kindnessity was the highest and the order was the confrontation, mutual understanding, trustity, solutionity. The kindnessity was scored on the high reaction degree the reason why the duties achived by Eub Myeon officer below 6 classer were simplicity, usually and repitely also to be executed friendly and gravely. Official powers of low classes limited to the judgement sphere. They intrested the repeated usual duties but were insufficient to the recognition, predition with the positive, spontaneously attitude and the professinality on the administration issue, so took on the reaction degree of the low issue solutionity. The searched results on the satisfaction degree of the duties satisfaction low factor showed the low satisfaction degree, the good publical ability. This were caused that they though be the dissatisfaction factor but excuted to be a sense of mission of the public service personnel themselve. The duties satisfaction low factor correlated constantly the public service level except for the business quatity, promotion standard and the year requied, duties out of office hours, salary, public walfare system. It absolutely correlated the professionality, education times and level, changer reserves, equality of the supervisison and the valuation. So It demand the careful attention on·the duties satisfaction increment. A duties satisfaction decreasing results Eub Myeon officer of a local public below 6 classes were caused a unkindness and a public service qualitative decrement to contact with a residents. Therefore, the modern public service must be to achieve an organizer object to make the duties environment. In order to make this environment demand to endow the achievement motivation, to make up the trust and the respection in the organization. So the imprement on the duties satisfaction of a local public personnel were presented to be below. First, when organizer had trouble, the duties must be not blank. Second, an actualization were demanded the duties out of office hours. Third, an imprement of duties condition demanded. Fourth, an appropriate countermeasure for the proper remuneration demanded. Fifth, a reasonable imprement of the pension system of the public service personnel demand. Sixth, the imprement and the application of the program for the education training demanded. Seventh, the greeting administration must be accomplished Eight, the drastic subordinate commission demanded. Both the public service personnel satisfied the duties satisfaction increment was demanded through hardly to research the point of issue on the duties satisfaction and imprement.
