    Physical strength is the symbol of national power, and the administration of physical education is more emphysized, for the developement of physical strenghth of people is regarded as a necessary thing. Physical education can be realized in the social environment of a period. In the social environment of the specialized production system like morden times. Physical activity as a natural thing of human being is restrained or restricted. The significance of physcial education as a cultrural activity is set high value on in a complicated and hard condition. Generally they don't have a right understanding of penominon of physcial education. This is our reality yet. The administration of physical education anticipates : When physcial education as cultural activity set new value, it will be practiced rightly and be expected generalization of physcial education. This study sorts out the problems of Korean physical education through the systemazation and transition of administration of Korean physcial education and comparision with the foreign administration of physcial education. Now with improving people's life and conscious level the government is concerned about the administration of social physcial education as life physcial education for improving physical power of people. Finally, the programs for the efficient aim achevement of the administration of social physcial education are these: 1. Expansion of public facilities for physcial education Public facilities for physcial education include space of physcial education an instruments for equipment, which are established and kept and run by financial support of national organization for encouraging activities of physcial education of all people, not for special groups, but for general public. So the demand for thd facilities for social physcial education is higher than any other facility, for it runs for general public except special period, having on relationship whether special groups have or not. And the goverment have to give attention to it. With the way of expension for public facilities for physcial education the government or cities analyze parks, the terrace lands on the river, hills functionally as a plan to recylcle the terrace lands on the river, hills functionally as a plan to recylcle the space of cities and use them as a field of social physcial education according to their characteristics and look for a plan to make physcial education parks around mineral springs and public places. Under this premise we have to use natural environment and resources best and hamornize them. The administration is bound up with the environment. so the administration of physical education must have flexcibility and adaptability. Because the diversity of the accomodation of field sports and leisure is expected, in case of expansing great sphere facilities for physical education, we have to be careful to choose place and make available facilities and equipments with multipurpose. 2. Improving education of leaders of the social physical eduaction. For the activities of the social physical education have a great influence on improving physical power of people and establishing a wlfare society, the govermnent can help to improve the quality of life of people, social productivity, local society development, natural security, union of family, and to keep individual health and physical power, and to spend spare time best Leaders of the social physical education are those who study programs, teaching contents, methods continually and let people get the right value and efficience of physical education for popularazing social physical education. Their job is a difficult and important. Therefore leaders of social physical education have to go through the systemic and intensive education in university, not short term training. 3. Expansion of workshop/ public facilities for physical education. Workshop facilities for physical education contribute to expanse of general people's joining chance for the activities of physical education as well as to satisfy the sport desires of workers. For expansing workshop facilites for physical education, first of all, the standard models according to the scare of workshop, considering the charateristics of the workshop and situations are needed. So for setting workshop facilities, It procedes to change conciousness for necessity of the activities of workshop physycial education through all members of workshop. Specially the consious change of manager who is chiefhy charged with establishing facilities is the most important. Such a consious reform is acheved by the right understanding for workshop physycial education, the support of social organigation, the care and the consideration of the government.
