    The purpose of this study is to recommend the direction of development for cultivating and using the professional manpower of the marine corps to develop military specialists who are able to cope with the changes in scientific and technical changes in the domestic and overseas military environment. To support my thesis, i employed the descriptional method of strdy after analyzing the applicable demestic and foreign materials. Also I used analytic method to understand the current methods of managing the professional manpower. Based on an objective analysis of applicable military material, visits to related organizations, exchanges of opinion with rersonnel specialists, and the personal experiences of the student, the following problems were identified with the current system of developing the professional manpower of the marine corps : First, it lacks of integrated an adjustment and control system for professional manpower. Under the current system, the professional manpower management system is run by ministry of national defense and each service separately. Lack of contribution to entire service level of utilizing the professional manpower, lack of the professional manpower personnel management function. Second, the current system creates a disadvantage for those individuals who want to improve themsleves professionally thru education. The system look more favorably upon those that stay and serve their service branch by remaining in operational assignments instead of those who go abroard to study policy, and education. Third, the system of professional manpower does not cultivate the specialist, once the individual has completed their education there is no process to place them into a billet which will best benefit the service branch. Additionally, when selecting individuals to go to these schools there is no selection process to choose the right personnel. Fourth, the current military education effectiveness is not sufficient for professional devellopment due to the lack of an education organization. This propblm is further complunded by the lack of coordination with civilian universities and the fact that the preponderance of foreign students are educated in america. Fifth, the deucation investment budget for cultivating the professional manpower has been used inefficiently. Most of the money is utilizied in sending individuals to foreign schools, instead of utilizing schools within this country and the budgeting for this education changes from year to year. Therefore, this study recommends these alternatives for efficient management for cultivating and utilizing professional manpower by making the following changes: First, in the case of the requirement system of professional manpower (A) Make rational and systematical requirement estimates of professional manpower (B) Construct an on-line system of manpower and personnel computer network to set-up the system of personnel management material for increasing professional manpower (C) Recommend the restructure of the personnel system, in order to properly utilize these specailists and afford them the same opportunities for advancement. Second, in the case of the selection system for professional manpower (A) Expand the designation system to select the person who has a highest potential (B) Conduct a selection board to choose the most qualified applicant. Third, in the case of education management of professional manpower (A) Expand and efficiently operate the eurcation unvestment budget (B) Utilization of professional education is extremly beneficial to the military (C) Recommend the education system become flexible and looks at all options. Forth, in the case of utilizing the professional manpower (A) Recommend the options for enhancing the commectivity with the management system of national defense professional manpower. (B) Recommend a model of career management for professional manpower. (C) Recommend the option for distinction of professional manpower in the promotion management. These options which I recommend above must be precesely reviewed in more details. However for proposing these options ettectivesy, it is neccessary that the great change of awareness which the future of the military depends upon the balance development between field level and professional section escape from the concept of cultivation excellent personnel which is mainsy concentrated on field level.
