敎育政策의 問題點과 改善方向에 관한 硏究

Recently, rapid social and industrial changes require specialized technicians. A decrease in government's aids to the technical high schools in the 1980's resulted in the deficiency of technicians. The poor aids by the government, the excessive academic educational system and neglect of vocational education have made the education of technical high school poor. Therefore, most of our technical high school students have lots of trouble adapting themselves to their school life. Few students have the motive of studying owing to the insufficient educational system and uncertain prospect of their future job. Even the number of drop-outs is increasing. The graduates also have much difficulty in the real world. They showed inadaptability to their job and moved their job frequently. The above facts reflect problems to our technical educational system. The keys to the desirable technical education are the following. First, technical high schools should play an importants role as an institute of a long distant education for the specialized technician, not for the students who can't enter the college. Secondly, the government's continual and active aids and a consistent educational policy are necessary in order to realize the desirable technical education which has an object of self-realization according to the students' abilities and interests. Thirdly, our society should establish the social value for the people not to neglect technicians. Also, the teachers at the technical high school should guide their students according to their aptitudes and interests. It is also necessary that we revise the curriculum which corresponds to the social and industrial changes. In addition, we should emphasize the moral education as well as the technical education for skills. Finally, the chance of educating the graduates should be expanded for the purpose of life long education. The desirable promotion system and the reduction in wage differences among the school diplomas are also required. Education for the whole man should be placed prior to the technical education. For this purpose, an improvement in quality of technical education should be preceded to the quantity of technical education.
