敎育自治와 學校經營에 관한 硏究

Educational autonomy in korea has been widely executed from 1991. In previous years local Educational autonomy only had been maintained in name, but it is difficult to consider it as practice, because the fact that the role of local council exist in the superintendent of Education, and the role of city or province council in the minister of educational affairs, means that all the powers concerned with the education policy is concentrated on the central authority. School management in the those days was accomplished by the directions and annoucements of the superior authority, and all the courses and the policys of education had been accomplished by dicisions of the superintendent and the minister of Education. It is impossible that independent management of a school unit is practically accomplished. The aims of this research : 1) Looking into the fundamental minds of educational autonomy and the ories concerned with school management 2) Analyzing the problems concerned with school management by principal under the current institution and in the period of educational autonomy 3) Presentation of creative direction of school management which can embody the basic mind of the educational autonomy In this research I studied these problems by adopting the three-stage method. In the first stage, I researched precedent studies and theories of the educational autonomy. In this part I refered the autonomy and the educational autonomy's principles and the organizational forms of the current educational autonomy institution. In the second stage, I refered the the role-theory about the characters of school management, the role, status and works of principal, the expectation for the pricipal's role, the leaderships required in school management, the changes of theories about educational administration. In the last stage, for the school management in the educational autonomy ages, I refered the school management, educational administration, the school and educational autonomy, and the management by a school unit forthe problems of educational autonomy age, I cleared the problems taken place by habitual practices, the problems of institutional security about the school autonomy and the school management problems invoked by itself for finally the school management of the educational autonomy ages, I mentioned the elevation of principal leadership, the rationalsation of the decision process, the speciality elevation for the school employees,and the construction of the school community and the self-valuation system of a unit school. The conclusions are summarised as followings. 1. school management in the period of educational autonomy must be beginned with the consciousness change of principal. 2. It is absolutely necessary that school employees who want to stay in their present state must try to change their thoughts and to elevate their abilities. 3. It is required the efforts to maxmise the utilization of inputted resources, and there also these must be constructed the systems that can evaluat these. 4. It shoud be substantially made sure for The opportunities and institutions in which local residents and the parents of students can engage.
