When emergencies arise, the value of Non-Commissioned officer come to be highlighted. But during the lasting peace, the status of Non-Commissioned officer has been challenged by letting commissioned officers and enlisteds carry out some part of the role of NCOs. The intention of this thesis is to make the value of NCOs viewed properly by drawing out the heroic behavior or NCOs at the past battles so to make them imbused with high morale and strong sense of responsibility. This thesis went through the process of objective research to eliminate a biased view of certain class with the simultaneous survey of each class. The results of survey showed that NCOs, themselves, take great pride in being NCO although other classes have negative recognition toward NCOs. The commissioned officer and enlisteds contributed the cause of negative recognition to NCO's own poor service. And the results also showed that NCOs have little authority over general affairs inside base due to the lack of reliances from other classes. To have NCOs play their role properly, it is necessary to establish and endow the authority to them which includes reward and punishment over enlisteds with the increased responsibility. And at the same time, the head of enlisted, the symbol of Noc-Commissioned officer, Sergeant Major of Marine Corps should have enlarged authority and treatment. The management system of NCOs should be also adjusted with the enlarged residence education giving them lots of chances for applying commissioned officer course. Payment and assignment system should also have to be maintained fairly with the consideration of their experiences and length of service. The NCO's increased responsibility and satisfaction to their jobs will make their role as a bridge more efficient and ultimately this will enable to have maximum combat power, the very existed value of the military.
