A study on the improvement of educational self-governing system in view of it's principles

    The educational self-governing system in Korea has obtained its legal status since the law of local educational self-government was proclaimed in March, 1991. The educational system requires speciality and peculiarity for the embody-ment of neutrality of the organization itself. For the independence of educational administration power must be handed over to educational organization according to the principle of decentralization basically. The study intends to analyze the theoretical backgrounds about the educational self-governning system and compare the foreign educational system with the current educational system in Korea to propose the alternative structrue. Major findings of the study are as follows: First, considering the structure and organization of the board of education, it is proposed that the proper number of members of it is a person every city and county. In some cases, it is composed of 7-11 members. But under the great-sphere of education, it is so affected directly or indirectly by political parties that its political neutrality is injured. Therefore it is suggested to increase the number of members of the board of education. secondly, as a basic condition for the "grass-roots democracy" educational self-governing body is required. But it is not yet practiced. Instead, the great-sphere self-governing body only has been enforced. As a result, educational administration doesn't make the most of speciality, independence and political neutrality. Thirdly, according to the current local educational self-governing law, educational administration must be acted autonomously. But articles and clauses of the law insist that the central government direct, control and supervise the local educational administration. That contradicts the article 31 clause 4 of consitutional law which preserves the independence educational administration. forthly, there are some problems in the indirect election of the board of education and a superintendent of it. Direct election will be the alternative for it. Fifthly, the independent budgeting system is necessary to the local educational self-government. It is one of the major condition for the successful operating educational system. But current educational self-governing body in worst situation in this point. To solve this financial problem of the local educational self-government, the central government should increase the portion of the local self-governing body its funding. Also it can allow the local self-governing body to establish "education tax" to promote the degree of independence of its funding and also with the institutional improvement for the democratic educational administration.
