Social welfare represents diversified features in its concept. It implies, in principle, systematic and organized endeavors made via governmental or private plans or services to promote the happiness of human beings and prevent or at least reduce social dysfunctions. And social work is carried out through the organization and relief activities concretized in the form of services of individuals, families, groups, and communities. The concept of social welfare is deemed not to be formulated as an invariable one in all ages as well as in different societies but as one variable depending upon multangular period and social conditions with which a certain state or society is confronted. It seems of much significance in discussing social welfare to review the developmental process of the social welfare system in Korea. For that purpose the developmental process of social welfare systems in advanced countries needs to be preceded in elucidation. The developmental process of the social welfare system in England and the United States of America generally known as model cases, may be summarized, as follows: First, the welfare system in England brought about philanthropic work and the adoption of the poor law in medieval socity, and COS (Charity Organization Society) and the settlement movement in the nineteenth century, and the establishment of social work and the development of social security, establishment of social work and the development of social security in the twentieth century, along with the enactment of social reform legislation and the development of a royal committee, as well as with overall crisis in capitalism and the generation of the social security system. In addition, scientific social survey activities came activated, and subsequently evolved a welfare state. Second, the welfare system in the United States of America had long depended at its early stage upon social welfare facilities based on the principle of non-interference. And then social issues evolved in the nineteenth century, and the social security law was enacted, and thereupon social work developed in an active way. The main subject of the present study discusses the developmental process of the welfare system in Korea, as follows: First, the humanitarian idea in the Dangun period and the view of social welfare in the Dangun mythology came to sprout. Second, in the Kochosun period the idea of equality of man with heaven and the idea of respect for heaven and love for man evolved. Third, in the Three States period Chang and the Jonde law were enacted. Fourth, the Koryo period treated social welfare with its Eunmyon Jaje, Jemyon Jaje, Hwankwa Kodok Jindae Jije and so on. Fifth, the Yi Dynasty period enacted Hyangak to promote virtue and reprove vice, actively developing community work for mutual dependence. Moreover, other systems, including Kye and Dure were developed. Sixth, in the Japanese rule period and the American military administration period relief activities for the people were actively carried out on the basis of the Chosun Relief Ordinance and the Military Administration Ordinance. Seventh, after the establishment of the government, varieties of social systems and social work were develped. The welfare system in Korea is thought to have reached the point of time to raise the level of fulfilling the needs of the people and promote the development of preventive services and relative systems.
