    In modern industrial society, we come to enjoy more convenient and abundant life, but automatization, specialization, the use of machines resulted in lack of physical activities, stress caused by excessive mental activities, etc. These threat physical activities that are helpful to solving the lack of physical activities that are helpful to solving the lack of physical activities and leading a healthy life. Therefore, basic measures to develop be taken, School physical education has placed the focus on bringing up elite athletes until now, the participation formed of physical activity is most important to accomplish the purpose of school physical education. Because the means of physical education is physical activity. This thesis presents policy plans of school physical education to realize the ideal of physical education and to enlarge of participation in activities. In this thesis I have observed to study school physical education connected with practical education, and studied the necessity, trend and problems of physical education. I've grasped the actual conditions, the sense of value, the present state, and various problems of school physical education. To solve them I suggested some methods for a desirable school physical education connected with practical physical education, that is, substantiality of school physical education, and expand and control of school education facilities, choice of athlete and opening facilities for everybody. First, with the connection between school physical education and life physical education, we can mate theoretical background understood and try to find plans for physical education through motivation and develop cohesive power and the power of combination. Second, in the aspect of curriculum management, many problems made in the transitional course of curriculum must be improved. Especially in the case of textbook, accurate and concrete content is needed to realize the actual circumstances of education sport, or facilities, tools, and teacher's ability to make students study knowledge and function themselves. Third, school physical education should be made substantial for this reformation of physical education should be preceded. At school teachers must be faithful to school physical education aims, curriculum and school lessons. This must throw off educational ways by indication, command and noninterference, which have detracted greatly from the value of physical education and they must try to help students participate positively in various physical activities. Developing good teaching - learning methods is the most important think for teachers to do. First of all, curriculum of training center for teachers should provide teachers with suitable methods for school physical education and various learning programs. Fourth, expansion and open of school physical education facilities must be realized. Most athletic facilities in our country mean school athletic facilities. We must open the facilities positively and replenish the lack of facilities and prepare athletic facilities for the new program for the community with in the range not to give disturbance to students. Fifth, the leader of practical physical education should be trained workshops with over 500 employees need leaders of practical physical education. Therefore we must train many physical education leaders. School physical education must play an important role in training leaders with good personality, knowledge, theory and practice. Sixth, the choice of athlete should be accomplished scientifically and systematically. The choice of athlete should be determined by various date and methods, that is, various exam of physical strength of basic and special, physical exercise skill test, an aptitude test, game records, individual records, school record, and so on. Especially, should be use and apply detailed measure tool which has been spread lately. To develop practical physical education, school physical education should be achieved a long time plan for substantiality of school physical education, the training of leader, expansion and open school physical education facilities, the upbring of athletic choice.
