Today a school system is being required great change in the management and control aspect on account of the rising of the requirement for educational reform. In school of modern society it become important to make up the atmosphere and environment easy to create ideas by means of opening the school management, suggesting clearly the end and the vision of the school run, and being known to all members. Now thinking that creation and innovation should be achieved by means of leading the potential energy indwelt in teachers, a rational thought decision making is required to solve problems with coping with the environment surrounded by a school on the basis of the members' participation and the shared thought decision making. Accordingly I will intend to suggest a developmental thought decision direction of school system by means of reviewing the internal and foreign scholars' theories on the model of thought decision, so suggesting the desirable model of thought decision at school system, and then revealing the actual situation and the problems of thought decision system in school system. At first for example characters of a school system, a school system have the end of human education, and it is a professional system. And each unity in a school system, which has their subjecthood and independence, is formed by means of connecting loosely tasks and activities. Also a school system has a duality, namely a bureaucratic aspect and a professional one. A thought decision in a school system is the choice of a course as a preceding action to accomplish a goal related to judgement of value, and it contain all the steps and essential element of action acted rationally according to the choice, the decision, and the judgement of the way of establishing goal. And thought decision is regarded as the direction establishment of action to take under the judgement, the selection, and the responsibility of problems contained at a situation. A thought decision organization of a school system could be divide into tow, one is a school managing organization, and the other is a business performing one, and as the problems which could make difficult to the quality control in the thought decision of a school system, there are the restriction of a system, the bureaucratic elements, the facts that self-regulation allowance and the transfer of authority do not accomplished when entrust with a task, and the uniform allotment do not consider the character of school. A improving direction to the thought decision of a school system is to perform the participating thought decision fitted to a school system, so that the policy developed jointly by members is easy to perform it, better decision is able by means of teachers, professional, participating directly, it is effective to rise the teachers' morale, and the sense of unity can be raise. The Bridges's model is suitable for easily being used by a school administrator, but if using complementary the Vroom's and the Yetton's model according to the situation, you will get better effect. To plan the rationalization of thought decision, the principal should select the thought decision making teachers could display their potential energy and ability at best on the basis of the member's participation and the shared thoughts decision making. First, you should endeavor to realize the character of a school system which should be given the support of teachers' professional and responsibility, and to change a school system into the opened and participated system clime by means of escaping the closed nature. Second, Either by the principle's sole decision, nor by the teachers' absolute participation, a fitted thoughts decision participation considering the time, the contents, the object etc. should be made in the course of thoughts decision of a school system. Third, the decentralization should be made in the educational structure. The thought decision organization of a school should be reorganized, and the activation of the policy of the responsible management a school unity. For this a principle should transfer greatly the authority on the thought decision through the team control in the center of appointed teachers, and make teachers' professional and originality to be displayed, and endeavor to successfully accomplish the educational goal as the efficient and rational school run is made through the teachers' voluntary and positive participation.
