    The career of what is called the soldier is distinguished from other ones in that it is one of the public vocations and is characteristic of such peculiarities as unlimited liability in duties or missions, the security of life, the early age limit, etc. These career characteristics are deemed to substantially have an adverse influence upon the marketability of the career of the so-called the soldier. It is certain that for that reason the troops are confronted with considerable difficulties in the security and maintenance of man power. The Republic of Korea armed forces have implemented varied policies for security of professionality and stability of living, which is presumed not to be high in level, as compared with those of foreign countries. However, the armed forces are required to secure quality of man power, and for that purpose the government should contrive supporting measures for retired soldiers on a national security level. A review of supporting measures for retired career soldiers in foreign countries in order to grope for supporting orientations for retired servicemen in Korea roughly represent three features: First, the national security system is so developed that a special support system is not necessary for the maintenance of livelihood of the retired. Second, most of Western countries value their troops as one of principal social organizations, have a smooth attitudes towards socially accepting the retired soldiers. Third, the government leads welfare for the retired. Korea operates a support system similar to that of foreign counties, but is short of comprehensive support of he national and social resources such as the social security system, job opportunity support, and so forth. In consequence, a considerable number of retired soldiers cannot but lead their livelihood with an annuity less than the average urban family income level, most of them retire in the period of the most expenditue for livelihood between their forties and fifties, which weighs their burden of livelihood. This requires an urgent measure for support to them. From this perspective, support measures for the retired soldiers were suggested, as follows: The first one is the establishment of a social security system. If a perfect social security system is prepared, serious problems would not be raised even though special support schemes are not formulated. The second one is improvement in the annuity and insurance system. The payment rates of the existing military annuity are on a level similar to those of foreign countries, but the amount of payment is less than half that of a serviceman in active service. Third, it is needed to realize a placement policy for the retired soldiers. Fourth, the cultivation of social cohesive power of the retired soldiers is needed. Fifth, a diversion is necessitated of social cognition of the troops and the retired soldiers. A military serviceman may be said to be a guard who plays a decisive role in the national security rather than a mere vocation. In this respect, it is thought to be our liabilities for us to provide the retired soldiers with such an environment in which they can lead the remaining life in a peaceful way.
