This study is concerned with analyzing the local finance problems and company activation of local government to settle down the self-governing system and step with various local citizens' demanding on the welfare, on the other hand, to lose financial burden through the application of profit-oriented public project and the local company, although local government have widen autonomous rights. Local finance is inferior comparing to public one at the angle of the scale, specially, 25% of local finance depends on the supports from public, also, the degree of local average independence is just 22.5% due to the gap of local economic ability. To figure the reality of local finance out, many local governments are interested on profit-oriented public project and local public company be able to apply the enterprise to the administration, but there are problems in the management of those. The problems are associated with the management of the projects are 1) the irrationality in the selection of the project field caused by the deferent recognition between the people and government, the confrontation between the public benefit and the profit, the risky of the new field, 2) the imperfection during planning and accomplishing, 3) the absence of the management mind such as lacking of ability of the public officials' management skills and assessment, 4) the insufficiency of the project field management and assessment system, and 5) the inefficiency caused by the conflict with nearby other locals and lacking of the citizens' attending and understanding. The problems are related to the management of local public company are 1) the local company mainly depends on the direct management system. This way is insufficient to satisfy the various citizens' desires and cause side-problem ; not to have the independence in the personnel management and budget accounting, 2) too much inspection and restriction could lead the company to becoming one of the administration organs, and 3) the company do not properly control the price in order not to be against the citizens in spite of the increased cost. The suggestions to solve these problems are separated by two part in the case of profit-oriented public project. One is to select the appropriate projects and to develop new project. The other is to renovate the management. The suggestions to select the appropriate projects and to develop new project are 1) the projects having a low public spirit should belong to the private part, 2) highly competitive project should be excluded, 3) the projects that the private company have institutional and natural barriers should be taken by the local government for profit-oriented public project, and 4) minimizing the possibility of the project failure through the consultation to analyse the propriety of the project. The specific substitute proposals to renovate the management are 1) setting up the posts in the local governments for profit-oriented public project 2) the establishment of the special account for profit-oriented public project and the guarantee of the stable investment resources by the flotation of the public bond 3) reforming the related system and enhancing the flexibility of applying the system, and 4) enhancing the abilities of management and business mind of local official in charge of the project. The suggestions for the management rationalization of the local public company are 1) the application of the responsible management and autonomy management, 2) the guarantee of the enterprise, 3) the recognition of the new relations between labor and capital for the enhancement of the competition, 4) the efficient management of the local officials, and 5) the development of the new local public company. As for these, the project for the citizens' welfare which the private company can't try should promote according with the doable payment of the beneficiary.
