    The purpose of this study is that well look over the propulsion background of the merge and the abolition on government, problem on the course of the M&A. Well find solution and the necessity of the rural school on a small scale. First, well look over the present condition, the realities and the background of the M&A. I will analysis the problem according to this. Second, well grasp the realities of school that will be applied for the M&A in view of vacation. III analysis the problems of the M&A on the rural elementary school on a small scale in a educational, social and cultural aspect. Third, for the improvement of the M&A on a rural elementary school on a small scale. III give the activation of rural education on the development of the educational program, teachers administrative assistance. I suggest a few questions in order to accomplish the aim of the project. First, what is the status of the M&A of schools on a small scale and the standards of the M&A? What are the governmental M&A theories and the related problems? Second, what does the student stand for? Why the local keep the hyangnam elementary school in kyoungkido hwasung kun hyangnammyn? Third, what is the importance of rural local society education? What is the developing possibility of a local school in rural community? The M&A of rural schools on a small scale have gone ahead with a school and student until now, we planned the M&A of brunch school which has under 20 students, principal school which has less than 100 students. The ministry of education pushed ahead with the M&A for efficiency of educational finance and improvement of school that has a hew classes with a lot of students. Government has the main reason of the M&A on a normal run of educational courses, efficiency of educational finance. School on a small scale has the negative aspect on development of the human nature, of life as a member of society, and the problems appear as a cultural shortage of students and teachers huge duty. After the merge, what is the educational efficiency? Does it match the reason of the M&A on government? We have a good condition, as we have many students, teachers, and a good condition to study, but we also have many problems opposite to the reason of the study, but we also have many problems opposite to the reason of the M&A on government after the merge. The loss of time by attending school, not being able to take the supplementary lessons taught by the teacher and the educational activity after school. There problem with the emotional stability of the children of the school because they were not allowed time or a place to play because they had to come home via the school bus, and so on, many problems can be occurred. The teachers of the school would get much more work done like giving living instruction, study instruction and attending school instruction at a branch school, so there is a decrease of educational quality. They would not be able to get the same educational benefit as those reasons M&A school children would have problems in school life. Moreover, the parents of students let their children go to urban school, not to M&A school, because their opinion is that it would be better for them to take lessons in a better circumstance, if they should attend school. After M&A, there would be educational prejudice and it would be help children to improve their grade, sociality and humanity. The M&A of schools on a small scale keeps a rural people, parents of students, students at a distance, stir up the immigration from the local community. As the M&A of rural schools on a small scale devastates and empties out the community, the rural environment, my opinion is that we should not close rural elementary school on a small scale, but activate rural school. The education of Korea still exists for the entrance of the college. Most people recognize like that society. The high school what has the admission of the distinguished college recognized as the distinguished high school. Teachers who work at this sort of school are acknowledged as the talented teachers. College entrance should be important thing on this situation, exist as absolute sanctuary. Here are the limits and difficulties of rural education. Rural community can't be a victorious with urban community on this situation, because we can't play a fair game for ecological reason as a educational policy just for population on the country, ecological system, lower technology between rural community and urban community. Rural community doesn't have the financial aid, people who can work out. In face of huge capitalistic theory, rural community has the land. Agriculture is an eclipsed industry. Rural education didn't have the efficiency as a economical theory on investment long time ago. Rural community solves the essential problem of urban community. In view of our society, our society can't exist without agricultural district. Rural education should be motivated like this reason, and we consider the M&A of rural school.
