Recently the superiority in information technology became a key factor to determine the competitiveness of each nation. Fire power and maneverability were the crucial elements to win the conventional warfare and those capabilities were mainly from the destructiveness and physical power of the weapon systems. However, The rapid and revolutionary advance of information technology changes the concept of war, which the information dominance will be the main element of the future war, characterized by information warfare. Today Korean military are facing a new challenge to build the knowledge-based military system in order to be ready for the future information warfare, which requires the conversion of military system from the traditional system in the industrial age into the new system, equiped with the information technology. Therefore, the rapid and timely transition from the conventional military system to the knowledge-based, modern military system will not be the optional requirements but mandatory ones. Then, what is SIMS(Ship Information Management System)? Navy ships are the basic elements to form the Naval Power. They are given a lot of challenging sea duties and have to stay away from home for a long period of time in order for them to carry out the various, important Naval operating missions, which isolate them not only from their home port but from the benefit of information technology. Therefore, we called Navy ships "Information Islands". The isolation of the Navy ships from the information technology makes "an information divide" between the end-users in the Navy ships and the ones in the inland Naval headquarters deeper. Therefore, SIMS will be an initiative project in order for us to help the Navy ships to enjoy the benefit of information technology and to escape them from the Information Islands. also it will be the first step for Korean Navy to advance and build the knowledge-based, modern Navy. The importance of this SIMS project cannot be too emphasized. The Questionnaires (Surveys) and interviews with the crew members of the Navy ships were made to find out the user requirements and also research of the various, related documents has been done. This paper has been prepared to suggest the desirable model for the design and development of the Ship Information Management System(SIMS).
