Specially, it is a matter of common knowledge that the various fields of society bear to the best of their capacity for the resolute restructuring, the reorganization, the slim-organiation in order to recover their competitive power, improve their physical condition and it is required to converse a way of thinking to strive for the restructiuring, the qualitative promotion of affairs by entrusting fields to be outsourced of military facility affairs to private institutions, darely, partly, phasedly for coping with leadingly, voluntarily and adating it to, flexbly, a social-variation such as it stopped carrying out projects, too very hard, in the goal-curtailing the operating expenses to 10% artificially. In this point of view, it is believed that it will contribute to not only the reinforcement of combat strength of the military also efficient military facility construciton, maintenance-management. First of all, it is as follows to see the driving-strategy to security the success of the military out-sourcing. First, what to outsource? The subject of the military facility works must secure better efficiency and funcition irrelevant to the characteristic-functions of the military. In a word, the out-sourcing can be justificated if the out-sourcing relevant goods, service to a private is more financial Second, How to outsource? it is required for the access route to manage a selective our-sourcing and out-come. As previously stated, It is required that we go ahead with that ananlyzing by stages, partically, as follow after formulating dring-strategy of military outsourcing The first step is to decide whether if we applicate outsourcing by basic intension decision about outsourcing and to what extent to applicate outsourcing. The second step is to secure the capacity of the whole management of process to outsourcing, practical business, technique, contract, management to change las composing of the outsourcing-management. The third step is to develop a guide to a fruit, estimate costs as the step to analyze a practical business The forth step is to select a institution by a competitive principle to definite the conditions of a contract as select an entrusted institution, conclude a contract one to The fifth step is to set standards of participation, cost, efficiency of out sourcing-management team, study organizedly as one to estimate outsourcing. Considering these driving-strategy, steps, it is as follows to put thoughts of developing-directions of outsourcing adaptad to military facility affairs. Preferentially, on order to obtain the continuous expectation-effect to the information-oriented outsourcing of works of military CALS It must be followed to effort for continuous functional elevation and development to be in accord with task environment change throughout a periodical mending and complement after finishing the military CALS, too. and From a person in charge of a Practical business to a policy determinist makes active use of information-system with a information-oriented mind. If an excesive time and work is required in spite of establishing an information-system in a position of user, I think that it is the efficient managerial device to outsoure works to update established data to a private service enterprise. Presently, ESCO-Project as a model for others in the military is propelled as a national-policy-economy of energy therefore, it is neccessary to develop a middle-long range military-outsourcing enlarged-project throughout replition problems after analyzing curtailment-effect by installations, expressly, in case of a shortage of collect repayments compared with economic efficiency, in a short-range, it is believed that defects - to happen in the character of the character of the project such as back up in the budget, public-of the military,-is mended by the Ministry of National defense policy. It contribute to reinforce the military-power by curtail the budget and founding, maintaining, managing the military installations with a high-quality throughout controlling the whole course such as a plan, design, construction, maintenance-repair of the military construction-project synthetically. As previously stated, for raising the possibility of success in outsoucing inducted in the military work of installations it is efficient to compose of the check-list made of the core inducted in every step In addition to this, The possibility of success in chances will be maximized with the minimum of the risk of outsourcing, if we manage the out-come of out-sourcing, if we manage the out-come of out-sourcing continuously, depending on an entrusted-institution in case of need.
