    On this research, it is suggested that professional soldiers, especially an officer corps which is as a member of the army, are brought their characteristics into relief through the different situations in doing their duties and it is required to provide both the extenal and internal solutions and to perform the better environment on their job. The organization of the army is the same of the common society, so is applied to the same rules. There isn't completely the same. Because the scale of the organization is so large, there are some unique features: the systematic discipline and education, the practice of the expertise, the coherence as a group, the sense of morality and responsitbility, and the self-control. The most important thing of the differences is for the common target, exactly the enemy. Because of this target, they have taken for granted that they will take a risk of the self-sacrifice to prevent the life and wealth of the people from its threat. Although there is no special payment for the more training, they have worked hard night and day. Naturally, they has been in their own unit during no less than the one-third of a year. The half of the military force has been changed every year, so the same education has been repeated. And because of the loss and replacement of them, the appointment has been changeable over and over again and the new education is required for them, not with the same content before this. Inspite of all these troubles, the military officers have performed their own duties with the thorough and professional consciousness. This environment is not satisfactory enough for the member of the organization. Besides the inner and outer conditions are getting complicated. This research is so arbitrary that it cannot study deep into the subject. But it tries to arrange the environment for the prime concerns. The development of personnel management is not achieved to concentrate and improve a single part, but to suggest the solution for the complicated and coordinate conception; therefore the overcome of the problems is so difficult and hard. As a result, the government policy is considering the improvement of the office environment like the military dorm and the recompense system. And the military need to promote the reformation of these parts: the personnel management, the rating system, and the punishment from all kinds of accidents. Also, the professional officers themselves have to settle their stress on duties. The special consultant is in the army, of course. With the welfare facilites, the problems is solved more effectively To establish the professional attitude for them, the welfare condition is the utmost task to come closer to that of the non-military. The goverment have to try to take a special care to them, for they have choosen this, instead of the facilities of the intelligent and scientific society, the various eating and drinking, and the cultural and convient institution.
