The purpose of this researach is to probe a variety of theories about qualifying for certification and the promotion system of school teachers. The study provides major comparisons between Master Teacher System of Korea and other developed countries. The study will suggest an effective scheme of the Master Teacher System that could be based on analyzed opinions of parents and organization of teachers and parents about the proposed Mater Teacher System in korea. The study is based on research and case studies of other countries that could provide an alternative way to improve the Master Teacher System in Korea. The research will be limited to elementary education area in Korea. Before adopting the Master Teacher System in Korea, the system should be discussed to succeed in terms of selection of the teachers, promotion, benefits and responsibilties of the Master Teachers. Even though the proposed plan of the Master Teacher System han been suggested an alternative plan to provide a variety of benefits in terms of qualified teachers qualification, promotion of the teachers, the Master Teacher System should also be studied and screened. Before applying the system five following suggestions are provided. ① Provide opportunities teachers to educate students without trivial duties. ② Make sure that schools have important resonsibilities within the community. ③ Improve teacher qualifications through the encouragement of development and self esteem growth. ④ Provide many benefits to raise their self-esteem ⑤ Innovate the school system by differentiated staffing for teacher. The Master Teacher System should not be done just for elder teachers to be given honorable treatment. The Master Teacher System should be planned to provide an effective education system for students in elementary schools through teachers' professional teaching skills. The Master teacher system should be so implemented to escalate their capabilities and interests. Scheduled a timeline for system success so that can complete their responsibilities. Even though The Master Teacher System takes the school system some time to apply, administrators and educators have to have time before implementing the The Master Teacher System because it will be complicated process, which comes with innovation of school system in elementary education.
