    The main purpose of this thesis is to review the relationship among organizational culture, learning organization and organizational effectiveness of small and medium enterprise. Second, to establish a research model of among the variables. Third, to do an empirical analysis on the research model through SPSS, thus to verify the relationship among variables. The results of the research hypotheses are as follows: H1: Organizational culture had a positive effect on learning organization. H2: Learning organizational had a positive effect on organizational effectiveness. The managerial implications derived by this study are as follows. First, according to relationship between organizational culture and learning organization, it is important to make mode like a family, to respect the human, to invest human resource development, and CEO like a parents. So company wants to elicit performance had better make family mode with warm than force to employees to increase outcomes. Second, according to relationship between organizational culture and learning organization, the concern should be given to the components of learning organization and organizational culture in order to enhance the effectiveness and the concern should be given to organizational learning and organizational culture in order to enhance the learning organization. Third, according to relationship between learning organization and organizational effectiveness, to make enlarge the organizational effectiveness in the short terms it needs make a learning organization to be active within organization. Fourth, to enlarge the organizational effectiveness company has to share one's knowledge and idea through information system such as intranet. And he/she submits some ideas and information to department, and company rates the ideas and reward to them. Limitations of study are following; First, there is the lack of data on previous research, so we couldn't perfectly set the research model on the relationship among the variables. Second, validity and reliability of questionnaires used in this study were questionable for lack of past researches in Korea. Third, static research technique was employed in this study. Generalization over different time interval was almost impossible from results of this study. Fourth, sampling units in this study were selected within a certain area of Korea. Results of this study might have been different if other areas were included.
