    For the development of a new technology, product, and economy of a country, it could be said that the research development activities of a research institute is a must. However, the core of these activities is the members of the contributional research institute so the question here is how can we make them focus on their works with joy and satisfaction. There are many answers to this question but the communication fitness of the members is understood as the most important way so this study was done regarding to this matter. With the background and goal of the study, this study performed a literature study and an empirical study. In the literature study, theories of communication and organizational commitment were validated. In the empirical study, the following assumptions were established and the study was continued on. First, the communication fitness of the members should have plus(+) effect on the organizational commitment. Second, the communication fitness of the members should have significant effect according to the vital-statistical features. The followings show the summarized results of the empirical study. First, higher the communication fitness is, it has plus effect on identification and loyalty of the organization, which are constituents of the organizational commitment. Second, the assumptions saying "the communication fitness of the members should have significant effect according to the vital-statistical features" was validated. The class of advanced age older than 41, male, married group, higher academic background, technical occupation, higher position, and long work-year had high communication fitness according to age, gender, marriage status, academic background, occupation type, position, and work-year. Furthermore, the followings are the suggestions validated through the empirical analysis of this study. First, it is validated that the variables of the communication fitness affect the organizational commitment so the communication fitness can be the plans that increase the organizational commitment. In another word, the communication fitness is an element that can increase the organizational commitment so there needs to be a policy that can increase the communication fitness. Second, in order to activate this policy, the management zone must have revolutionary attitudes of acceptance. If suggestions were made to present better research directions by improving the unsatisfactory results in the empirical study, they are as follow. First, studies need to be done on the obstruction factors of communication in the government contributional research institute and appropriate communication -activation plans. Second, the effect of the communication on the organizational commitment needs to be investigated and analyzed more diversely. Also studies need to be done on the plans that can be used to increase the ability of the organization and elevate the members' spirit.
