The purpose of this paper is, first, to investigate the causes for the bad loans and, second, to find out some preventive measures to reduce the percentage of bad assets from prospective bank loans of banks management. Some of those measures come from my own industry loan experience and the other comes from literatures told in the studies from both domestic and foreign studies dealing with the similar cases. After foreign currency crisis in 1997, the banks in Korea have selected a large volume of loan sales policy to boost both, in a narrow way, banks sales and, in a broad way, Korean economy. Those loan expansion policies adopted by banks focus on loan sales tactics through several loan groups such as mortgage loans, credit card loan, retail financing, and consumer financing. However, those loan sales policy results in a large portion of non-performing assets for the banks. It is reported that the increase of bad assets could be an important cause of the cases in the bank failures. It is also sure that the banks management has suffered from the severe bad loans. Therefore, some kinds of measures derived from an industry-wide range must be taken not only to prevent from worsening of banks management but also to reduce the portion of non-performing assets resulting from the bulk of household loan. This paper says that the best ways to remove bad assets from banks and prevent banks assets from being deteriorated are as follows: First, more strict rules should be arranged and applied to the bank loan procedures. Credit Scoring System (CSS) is a good example that estimates the degree of qualification of loan applicants. CSS could be completed with the employment of Application Scoring System (ASS) and Behavior Scoring System (BSS). The former controls the actions before loans and the latter controls actions after loan made. Bank loan applicants who have low scores could be restricted through the systems. Second, an agency such as credit bureau should be established to manage individuals credit status. Equifax, Experian, and TransUnion are good examples of credit bureau run in the U.S.A. These credit bureaus collects, stores, and sells about all individuals credit information about a person's past credit even to the phone bill delinquency. Everyone who lives in the U.S. is under surveillance as long as his or her behavior is credit activities. Therefore, people are very precautious when they are doing their loan-involved activities. When more strict controls are applied and loans are made to the appropriate persons, the portion of bad loans and non-performing assets in the bank industry will be decreased.
