(A) Study On Analyzing the Cause of Kindergarten's Safety Accident and Remodeling Method of the Facilities

By mid-1970s, concern about children education by both the government and parent was increasing, and by 1980s, the raising of human resource by education is considered important and the emergence of the perception that it starts from children education caused the expansion of the numbers of kindergarten but the improvement in quality was not significant. Therefore, this study examines the general status of the facilities and equipments in kindergartens, and analyze the direct and indirect causes of the safety accident to provide with information on their possible improvements. It puts as follows. To begin with, the causes of safety accident in kindergartens located in Masan; 1. include no wall distinguishing outdoor space and the kindergartens, square columns, slippery and hard materialized bottoms, steps without non-slip, etc.. 2. vary by the type of classroom and play room doors, the type of safety bars and entrance, the material of bottom and the finishing material of wall. 3. in addition, are related to, in case of restroom, the high step into restroom, the bedpan for adult and the locking nob highly attached, in case of inner steps, the ones without non-slip and the broadly placed handrails as distance as 10 cm, in case of corridor, the one outside and no safety bars in the outside of the windows. To seek for measures to eliminate the causes based on the results above, a questionnaire having questions such as safety, economy, appearance and management was sent to kindergarten teachers, the personnel in charge of facilities management in Education Office, the employees who work at design offices, site directors in construction sites and classified into 23 factors of 3 categories and got appropriate measures by applying AHP method to them. 1. Building's outside wall in outdoor space prefers see-through one to the one without it, playing floor should be made of elastic materials, and steps and porch bottom should be made of unslippery materials to protect children from falling, or if fallen down, to minimize injury. 2. In door space, the entrance into each rooms should have see-through safety glass, the safety bars in the outer of windows should be placed below lower half of the window to ensure safety, economy and management during the escape from emergencies. 3. In case of other rooms, the bedpan should be replaced with the one for children, the door of restroom should be lowered to the height of below 0.9m and prefers no locking unit. Moreover, inner steps should be non-slippery to protect children from falling, the handrail should be narrowly and crossly placed to use as a handle for children, which specially needs in case of the kindergarten without other handrails for children.
