(A) Study on the Remodeling of Deteriorated Apartment Housing through It's Exterior Renovation : Focused on Changwon

Generally speaking, the building which its expected span of life elapsed after it had been constructed and lost the function must be repaired to use, or completely reconstructed. In our country the obsolete apartment houses are in general dismantled for reconstruction, rather than repaired or remodeled. However, reconstruction led to decreasing the expected life span due to deliberately delinquent management even though the building is still strong enough to use from a physical view point of the structure. In addition, it caused a number of waste from the reconstruction, and consumed materials and the energy to use for producing new materials. As a result. the deliberate, unacceptable rebuilding (reconstruction) is emerging as a social issue to reconsider and a bad social practice to eliminate among people. The rebuilding law indicates possible reconstruction area of apartment houses, so the area other than the one specified by the law can't be permitted to use for rebuilding. Moreover, because a limited duration of rebuilding is extended form 20 years to 40 years and the building-to-land ration and the volumetric ration are limited, it is considered that the rebuilding for economical profits will be more difficult. As mentioned earlier, the policy by the government prefers reuse to rebuilding to protect resource from waste, and so as a alternative to the rebuilding of the obsolete apartment houses, remodeling can be said. However, in reality the remodeling of the obsolete apartment houses in Korea has difficulty in social, economical, systemic and technological matters and so far it is not so much activated than other countries are. Thus this study suggests a policy of reuse. As a new paradigm in an age of environment, and to ensure the configurational improvement of the downtown, the increasing of economical value for apartment houses, the improvement in environment-friendly life, and a more qualified life, most of the obsolete apartment houses in Chanwon city which were a primary subject for this study employ as the remodeling the type for the people having low income. The reason why this study focuses on small types of apartment houses like the one below the size of average house is that smaller types of apartment houses are more urgent for reconstruction or remodeling due to relatively uncomfort residential space. Meanwhile, possible reconstruction-expected-multi-stored apartment houses which are not obsolete enough to reconstruct but enough to reconstruct in a nearer future was included in this study. The findings show that our country's remodeling for obsolete apartment houses still has problems to settle, especially with legislation, administration and system which are all related to the construction law. In this regard, this study suggests as a most economical and efficient alternative the remodeling by the improvement in the configuration. Configurational improvement includes, in type, color, and configuration, the entrance, stairs, balcony, windows, corridor, roof, the finishing etc. of the facet, back, side, roof, etc. of the building. To improve these, even at the beginning of the design for the construction a plan for possible reuse and the expected span of life should be made, and the structural safety for remodeling should be secured. In nearer future our society should have a system of total maintenance for all the building including the apartment houses. For this purpose, all the parties such as orderer or building owner, residents, construction business proprietor, or researchers as well as the government should have insight to see through the building from the view of ling-term, not short-term, and play a role in their unique field, plus consultants who have ability to see through and maintain building on the whole as a expert are needed.
