The findings in this study conclude as follows. First, though nursery fields pay much attention to integrating the infants with disability into ordinary ones, they had not substantial knowledge about that and had not specialized support in both personnel and finance, so nursery schools for infants should, first of all, have an environment for integration. Second, to increase the understanding of parents, programs should be provided, which could allow them to get interested in integration and help change their established thoughts. Third, the results from a survey of nursery directors (superintendents) thoughts indicated that they wanted to get extended financial supports from the government to realize and effective integration. Fourth, the directors had not experience in integration and applied the programs for ordinary infants, not specialized programs for the infants with disability, in their schools, so integration could require the schools for much more specialized personnels. Fifth, to increase the quality of integration, it is necessary for the proper adjustment of daily nursery duration, proper assignment of each unique role, proper nursery bonus for the infants with disability, and administrative systems for integration. As above, in reality, there are many problems for welfare for infants with disability in light of the results from a survey of directors' thought about integration.
