Korean 4 social insurances have application special law, government competent authorities and the subject of management separately. So there are so many squandering of nations resources. I examine efficient and alternative plan for 4 social insurances. First, see how development step of 4 social insurances stand go on, put industry accidents compensation law in operation in 1964, health insurance in 1977, employment insurance in 1995. Those have knowledge of 4 social insurances basic theory. But those progressed with short-term eye from the early period of operation. So those have effect on an obstacle of system reform. Gave careful consideration to a preceding study, it mentions the necessity of unity, economical point of view and efficiency in the outline. But there are no scope, process and the times of unity in the particulars. Specially, it passes over common information share of electronic government and convenience of slim organizations knowledge. As it assume the unification of 4 social insurances, the author of belong to organization assert position of superiority and overlook objectivity, impartiality, civil application of unity. I point out existing problems of 4 social insurances and present unify proposals like several points and meditation plan of existing 4 social insurances according to application system, levy standard, levy system, insurance allowance, finance control, information control and organization control. The separate and no connective management system of 4 social insurances raise expenses waste in the position of supplier and inconvenience in the position of demander. Therefore social insurances follow the policies of incoherent and disharmony. Finally, the need of unify social insurances comes to the front. The unify plan analogize several plans according to how to setting the unify object, service scope and control organization scope. Affairs unity has mutual connection with organizations unity but no indivisible relations. So to speak, unity of common affairs and common function is possible without organizations unity. It considers 3 different proposals. National pension combine with health insurance, National pension combine with health insurance and employment insurance, National pension combine with health insurance, employment insurance and industry accidents compensation insurance in the field of affairs. Affairs unity is highly possible in the area of qualification and levy collection and another field is coordinated partially. I make out that the unification of qualification, levy, screening, and fund operation etc. are reasonable in the 4 social insurances unity.
