Lately as the rate of voting is getting lower, it is said that it is partly because young people's rate of abstention is high. This study started with the question about the reason why the rate of abstention is getting higher. To find out the who and the reasons, this study introduced a survey of age, sex, academic background, and region of abstention. In analysis of each factor, in case of age, the rate was the lowest at their 20s, while the rate was the height at their 50s. In case of sex, in general, women showed lower rate than men, but in detail women showed higher rate than men, when viewed by age. The analysis of academic background suggested that in case of representative voting, when academic background is high, the attention is also getting higher even though the practical rate of voting is getting lower, while in the election which draws high attention from people, this is, presidential election, from the viewpoint of exiting findings, the level of education is parallel to their political attention. Therefor, it is suggested that the change in voting rate, viewed by academic background, rests on the type of election. Regional rate of voting more heavily rested on the type of political variables rather than regional ones. This is, which party's candidates come out for election may have influence on the voting rate. The difference in voting rate between both in the rural and in the urban was getting narrow, especially in case of presidential election, so it can be said that the former trend of high-in-the-rural and low-in-the urban has disappeared. Generally speaking, that local election has higher rate of abstention while presidential election has lower rate of abstention indicates that people have interest in the governmental election rather that local one. The reason for such abstention seems due to people's indifference to political matters which not to speak comes from complaints and disappointments about politics, but wore than all, the real problem is that the rate of abstention for such reasons is getting higher.
