    Local residents' participation can be found in the social education as well as in the local government's system. The social education is focused on each local area. In spite of putting emphasis on local education, whenever we have changes in educational system, a genuine region-oriented has not been realized because of the organization of the state-oriented curriculum. In order to have localized learning we have to find learning materials in a nearby region so as to study reformed learning materials vividly while making the most of characteristics of both local community and the actual circumstances of our school. In my opinion we can develop abilities to suit the needs of growing community by learning material that is considered unique in community after we acquired many facts through the localization materials. However, the results of research show that it is very difficult to make and use the materials. Moreover, with regard to our actual situation, localized learning materials do not exit for the area in which we live. There are a few factors about that. One main reason is shortage of materials for teaching the local community. Another is the lack of effort in gathering and organizing educational materials in the region. Finally there is a misunderstanding concerning the problems. Besides, as we analyze well-made materials setting the high school social textbook now in use, it is rare to find learning materials about Haman area. With this I decided to do my research work. In making localized learning materials on Haman area, I aimed at searching the problems of our social environment and getting hold of the reality we were facing. By using such data, we will be able to cope with social problems of the region. To achieve the task, I intended to make a study of consolidated curriculum that stressed on specific matters. When I chose learning points I got materials that suited itspurposeandits special quality, as a social textbook or deepen-supplementary courses. In the process of gathering learning aids I did the following. I reformed the domain of geography that utilized administrative data such as geographical statistics and military administration white papers. I attempted to bring together learning aids for the study of political, economical, cultural domain in the column of local newspapers. Eventually the conclusion that derived from the learning process was set up a sort of item what is called as generalization. Learners will figure out the similar cases in the past and present by means of 'generalization.' They will predict those in the future as well. The advantages that can be obtained by developing the localized learning materials of social studies will go far toward local development as we look at the real matters in the areas in the right light. In addition they can contribute to make up our racial, national identity beyond the limits of the region. In the phase of final individual worksheets I expected that learners could extend their learning abilities to take the lead in learning for themselves and improve their power of investigation in studies.
