(A) Study on the Managerial Condition of the Business Incubation Center and Its Improvement

The purpose of this study is to review the Business Incubation Center of Gyungsangnamdo which was organized five years ago with the expectation that it would lead the local economy, and to suggest the ways to improve the management to activate the center. As a literal study, the researches on business incubation of home and abroad were reviewed. The actual conditions of business incubation in overseas were also studied. To learn the actual condition of the management of the business incubation center in Gyungnam, a survey concerning the support from the center and their satisfaction for the policy support was carried on. The result of the survey shows that most of the company that is located in the center is supported by the center in many ways. It means that the center provides various support including the physical facilities for the company in the center. However, its support is not enough to meet the individual company's need. In conclusion, the support from the center is focused on the physical facilities. The support for the management and technology is in initial stage. Based on the findings, this study suggests the followings for the effective management of the business incubation centers in Korea. First, the business incubation center should have a clear vision and strategy. So, the establishment of the vision of the center should be preceded. Second, centers should have devotional and competent managers. Most of the manager in the business incubation centers have an additional job, so, they are not qualified for the technical support. Therefore, it is very important to have a specialist as a director of the center. Third, the management support should be actual and effective. The center support the companies in many ways but it is one-way support. The support should be two-way that will meet the need of the companies. Fourth, it is important for the center to support the companied in every aspect. So, for the effective use of the resource, the common business should be under incorporated management and the support should focus on the core business. Fifth, the effective network for the outsourcing should be set. With this network, the center will connect the company with the advisor or other facilities when they need help from outside. The center will keep the minimum human resource. Sixth, the center should find ways for its self-support. The financial support from the governmental office that is responsible for the center is important, however, in the long-term prospect, the center should become financially independent.
