    Technical paradigm of the Korea is changing currently from taking a serious view of the productivity toward emphasizing of the creativity, from an individual competitiveness toward a network competitiveness, from a manufacture technology toward a practical application technology. Some advanced technical countries are being strengthen the investment rather than the productivity in order to consolidate their international competitiveness. Thereupon, the government's policy towards the technology of science is changing from giving the first consideration to a suppliers, in other word, the objects oriented pattern, toward giving the priority to a user, in other word, the service orientation. Therefore, practical using of the research result for the importance of the civilian group and industrial group deserves special emphasis. In the vortex of the above, R&D institute for the enterprise which is the core of driving for the industrial innovation had been recorded the 10,000th institute age as of Sep. of 2004 which has been 23 years since its registration system established first in Oct. of the 1981. The number of R&D Institute of 10,000 units means that R&D Institute is the main axle of the NIS (National Innovation System). All through, the outcome by technology has been obtained excellent results through the R&D Institute. Some good examples are following. The memory semiconductor, 64K DRAM, development in 1983 became a cornerstone of the great power country for the memory industry. The engine of homebred cars which has been accomplished in 1991 could become a moment to consolidate the foundation of the Korean automobile industry into the 6th rank in the world. The first new medicine which is produced by domestic technology, named the FECTIVE , is selling currently in the States after acquiring the approval from the FDA. In addition, CDMA and LCD technologies are leading the world market. The R&D Institute for the Korean Industrial development has being in charge of 76.1% among the R&D investment and taking charge of 62.6% among R&D man power for the national project. It is a work resulting from joining together with the technology management of the Korean industrial world and the following two facts, such as, the declare system of the R&D Institute establishment and a variety of the industrial technology supporting systems which have been promoted by the government. Nevertheless, our Korean industrial world has immanent points. The first, high ranked enterprises which are ranked around the top 20 has invested 51.7% of their total R&D development cost and 35.9% of their R&D manpower. In other words, the R&D Resources are attaching too much importance to the big companies. The second, the small and venture businesses, 46.7% of their R&D Institute, are operating with less than 5 people who are taking charge of their researches only. The third, high qualified researchers who are graded as the doctoral level are working in the industrial world by only those 14.9%. The fourth, the R&D Institute could not fostering systematically because the R&D Institute supporting system has been focused on its quantitative enlargement. Therefore, customary R&D Institute Supporting System should be reformatted rationally as following because the technology paradigm is changing into the making the prime object of the industrial world. The first, Industrial Technology Supporting System has to be reorganized toward pursuing substance of the R&D Institute. The second, the R&D promoting policy of the government has to be focused to come true making into practical use and business their research results. The third, the Taxation Supporting System of the government has to provide an allurement policy to be able to induce actively.
