Impact of combined abnormal weather change on the crop cultivation and comprehensive countermeasures against agricultural disaster in Korea

Due to the unpredicted weather changes, typhoon and heavy rainfall caused 391 loss of human lives and 227 billion Won property damages on July and August during 1998 and 1999. Furthermore, about 12,000 ha farmland loss (11 billion Won) and destruction of 4,500 irrigation facilities were occurred during that time. In 2002, the frequency, severity, and the magnitude of agricultural disaster were higher than normal year and the damage was expended to the nationwide. In order to reduce the losses and build comprehensive countermeasures against to the unpredicted weather changes, the following subjects such as ⅰ) unique weather patterns in Korea, ⅱ) combined abnormal weather condition changes, ⅲ) diverse crop damage aspects, ⅳ) anti-calamity headquarter's role, ⅴ) relief of agricultural disaster, ⅵ) countermeasure model for unexpected agricultural disasters were analysed and evaluated. The results obtained are: Since unpredicted agricultural damages were ascribed by combined abnormal weather conditions, it is mostly need to prepare/set countermeasure to relief agricultural products. Since combined effects of abnormal weather changes on crop yields were aggravated, efficient and closer cooperation among organizations concerned should be required. In order to prepare prolonged combined abnormal weather conditions, Rural Development Administration (RDA) should strengthen and develop extension research programs. Extension Bureau should make strenuous efforts of transferring techniques developed by extension research programs to the farmers. Early establishment of the Office of Anti-Calamity is needed. The Office of Anti-Calamity should include agricultural fields, so that efficient relief and preventive measures against agricultural disaster were effectively worked out.
