    Attached Fiber Reinforced Polymer(below FRP) around the reinforced concrete (below RC) member has more strength of resistance than ultimate flexural strength of RC member. But occasionally the resisting strength of the RC member with FRP dose not reach the added ultimate flexural strength through the experimental works. This problem occurs from delamination concrete cover or bond failure between RC member and FRP. And it is not expected to get the added ultimate flexural strength when bond failure occurs especially. This bond failure depends on development length of FRP. The proper development length of FRP without bond failure is calculated to have the added strength of member.
