    Business incubation industry in Korea has been growing rapidly with the help of active government support. As of 2002.8, there are about 350 business incubators either in operation or preparation and total of 4,948 companies are resident there. In spite of a dramatic increase in quantity of the business incubators, they have struggled to support high-quality incubation services to the resident companies because of the indefinite management policy and the unsystematic management system. To provide a first-step solution to the problem, this study aims to develop a standard operation model for advanced Business-incubator Management System(BMS). The suggested BMS will not only satisfy widely-adapted Quality Management System of ISO 9001:2000 but also include the unique characteristics of business incubators such as field of specialty, regional difference and standard operation procedure. Advanced BMS can be defined as an operation system that provides two important aspects. First, BMS will provide standard operation procedure and promising vision which is essential for successful incubation. Second, BMS will guarantee quality assurance of business incubation by efficient management of organization, human resource and logistics. This system consists of components which are business incubation management plan, execution of management plan and check and feedback. This can be restated as PDCA cycle which stands for Plan, Do, Check and Action. Using a quality management system from ISO 9001:200(Quality Management System-Requirement), we have investigated the compatibility and applicability of proposed business incubation system. ISO is an international organization established to promote and accelerate foreign trades by providing various international standards of goods and services. Standards regarding QMS fall under ISO9000 family which is established and amended by ISO TC176(Technical Committee) and there are 4 categories : ISO 9000(Quality Management System - General and Terminology), ISO 9001(Quality Management System - Requirement), ISO 9004(Quality Management System - Guide), ISO 10011(Quality System Audit Guide). Since ISO 9000 family provides comprehensive QMS requirement, they can be applied to organization of different industry or economy. Based on "Korean Business Incubator model and operation manual" which was developed and distributed by Small and Medium Business Administration(SMBA), we have modified previous model to comply with ISO 9001: 2000(Quality Management System-Requirement) so that they are compatible with conventional business incubator system. In addition, glossaries frequently used in standard documents are modified to reflect practical usage on business incubation field. If business incubators want to establish a BMS and receive an ISO9001 certification with proposed standard operation model, they just need to modify the model such that their unique environment and situation are considered. If incubators adapt the proposed BMS, following results are expected. 1) Enhance the image of BI and operate the BI center systematically. 2) Establish a customer satisfaction 3) Provide a continuous and uniform support 4) Continuously improve BI tasks 5) Establish a process-dependent BI tasks The goal of BMS can be summarized as setting up a clear objective and management policy of BI, providing documented process in plan/action/check and ensuring a continuously improving operation system. Future works are development of additional standardized documents, operation of pilot program and development of educational program of professional human power.
