The study on Integration of multi-sensor data with different spatial and spectral resolution and its application in several fields have progressed actively. The topographic features imaged on satellite imagery are available to acquire geo-spatial information in urban area. High resolution Panchromatic satellite imagery provide valuable information to recognize topographic features. Nevertheless, it has a difficulty to interpret accurately due to lack of spectral information. For the reason, we proposed image fusion by using the IKONOS panchromatic and multi-spectral imagery in this study. With the high resolution IKONOS fused imagery, we could recognize effectively and accurately topographic features which can be misinterpret. Also, technical development of computer science and database management brought to activate the studies on three dimensional visualization and analysis, and use of 3 dimensional geo-spatial information has increased as carrying out several GIS-related projects in domestic ; National GIS project, GIS projects of local government and academic studies. This study therefore is performed modeling for three dimensional topographic data and 3D GIS analyst such as three dimensional buffering analyst and visuality analyst for merrymaking and accommodation buildings located on around residential district in commercial zone. As the result, three dimensional GIS analyst approach, applied to establishment of urban ordinance for managing building location in urban area, was proposed.
