(A) Study on the outage cost assessment for power system expansion planning

Recently, situation of electric power system location is getting more serious ,although the demand of electric power is increasing rapidly because of convenience, economic growth and the rise in the standard of living. As demand of electric power is concentrated on the capital region and unbalance of the regional demand for electric power is get deepen, expansion of electric power system in reasonable reliability level is more required. Outage cost assessment in power system expansion planning is the very important and fundamental element to maintain stable electric power supplyment. Because excess investment causes consumer to bear expensive cost. on the contrary, insufficient investment causes power suspension and damage of consumer. so importing outage cost is essential to minimize the cost of electric power company and consumer. This paper suggests strategies for the role, need and assessment algorithm and methodology of the outage cost in power system expansion planning by observe method of assessing outage cost to decide the optimum investment, relations between investment and outage cost, case of foreign countris. Organization, data collections and method about D/B for outage cost assessment is proposed in the this study. The strategies, propsed in the this study, will be expected to play a guid part in assessing outage cost and the hightest reliability for devising optimum transmission system expansion planning.
