The aim of this dissertation is to present the Collaborate Urban Planning Model as a new urban planning tool applying visual-communication techniques. Visual-communication is utilized through whole research process as an information technology enabling interactive communication among end-users by a visualized information connected hyper-media, GIS, virtual reality etc. those are based on the Internet. The objectives trying to identify in this study can be summarized as follows. First, I am trying to introduce an information technology and related examples based on various visual communication for the Internet-based collaborative planning. Second, I am trying to develop urban simulation and web-based collaborative planning model utilizing such information technology. Third, I am trying to apply actually the web-based collaborative urban planning model into the plan in removal area of rail station of Jinju. The study process of this research is as follows. First, theoretical consideration and case study for visualization techniques and urban modelling consisting framework of visual communication were reviewed. Case study was examined to see how academic trend is moving with the Internet web-site and I classified them according to main objectives selected, related technologies, merits and disadvantages etc. Second, I described a variety of alternatives with methodological viewpoint to overcome limitations and problems of previous planning systems prior to set up the collaborative urban planning model. Third, I am here designing an Online Collaborative System enabling urban simulation module development and interactive communication for model construction based on previous research. Fourth, I made urban simulation modelling and web-programme. Fifth, I constructed web-site as an interface for applying model made. The academic contribution of this research is to suggest the standard of the Web-based Collaborative Urban Planning Model in which it enable us to communicate with real time beyond to simple visual representation for plan within urban planning and design context. It is distinctive in that it can deduce participation and collaboration from participants and it can integrate visualization of information and simulation, virtual reality, Internet GIS being required in digital planning into one planning system at the same time. However, there are many improvements for this system. More qualitative improvements should be given to information provided and the interface of system should be improved to be used more easily by participants. In addition, more scientific approach should be achieved in evaluation method of alternatives. What is more, to enhance a role of the Web-based Collaborative Urban Planning Model it as an actual planning support system, several problems should be overcome as follows. First, planners can not display invisible resources of community on the Internet. Second, it is not easy to share and use a perfect information and data because of informative unbelief in public administration and misuse of information. Third, a problem-solution through sound communication prior to technology might be placed in regional society. Therefore, the operation of the Web-based Collaborative Urban Planning Model should not rest on data and information set already and it should have flexibility for voluntary information construction. Besides, we should arrange unfamiliar data systematically and we should find out the method for communication of them.
