(The) Roles and Functions of School Council Member to Establishing School-based Management

The purpose of this study is to investigate desirable roles and functions of school council for school-based management. This study also examine the perception of purpose of school-based management and achievement of member's role. Three hundred sixty two samples were randomly selected from school council members of public middle schools in Suncheon, Gohung and Gwangyang in CheollaNamdo for the questionnaire. The questionnaire mainly include three categories: the perception of school council members for school-based management, the perception of role and function of school council and the desirable role and function of school council for school-based management. The resulting data of questionnaire were analyzed through Frequency analysis, Chi-square analysis, T-test and One-way analysis of variance using SPSS 10.0. As the result of the analysing questionnaire, the following decisions were driven: The council member's perception of school-based management is necessary and established more or less. Parents' participation as "collaborator" is desirable, and the troubled part is "budgeting and liquidating". The perception of school council's role and function is that they responded that they know well about it and member's speciality should be ready. Also they said that schoolmasters reflect consideration of school council and school council positively contributes to schoolmasters and school management. The problem of school council is 'difficulty in participating in management' and the reason is 'lack of times'. The desirable role and function of school council for school-based management is that council members perceived that school-based management will be established when school council becomes activated. Also they perceived that role and improvement of 'schoolmaster' is the most important part and "budgeting and liquidating" and "organization and management of curriculum" in school council should be strengthened. Based on the results mentioned above, the following plans can be suggested for role and function of school council. First, educational administrative organs should support schools and in turn council members take part in school. Second, school council members should meet the speciality for development of school. Third, to enable council members to participate in school management, various and creative methods should be developed. Fourth, schoolmaster's effort is very important, since it is the most important factor for establishing school-based management. Finally, creative and autonomous ways should be carried out properly to each school for autonomy and democracy.
