(A) Study of Teacher's Perception on SchoolCommittee in Elementary School

In 1995, Education Reform Committee suggested government to introduce School Committee in Korea, and it was tested in the second semester in 1995. After revising various regulations related to the School Committee, the School Committee was fully operated in state and public elementary and secondary schools in city and metropolitan city, and partially operated in schools in 'eup' and 'myeon' (village units smaller than the city) in the first semester of 1997. In 1998, it was also fully operated in the schools in 'eup' and 'myeon.' The purpose of this study is to examine opinions of the members of School Committee on the characteristics and operation of School Committee in elementary school. It aims to inspect the procedure of conducting teacher's role in School Committee as a member and expectations of teacher's role while working in the School Committee. It also aims to examine the difference from the expectation and actual role of the members of School Committee while working in the Committee. Specific issues of this study are as follows. 1) What are the opinions of the members on the nature of the School Committee and its operation? 2) What are the expectations of the members regarding their roles in the School Committee? 3) How the members of the School Committee perceive conducting their roles in the Committee? 4) What are the differences between the members' expectations and actual performance of their roles in the School Committee? Regarding the subject and method of this study, the School Committee members of 30 elementary schools in Chungcheong-namdo were given with questionnaire, and total 211 answers, which is 84.4% of the retrieval ratio, were returned. They were processed statistically, and the results can be summarized as follows. 1) Regarding the general perception of the School Committee, the members tend to perceive the School Committee positively, whereas they tend to perceive the professionalism of School Committee negatively. Accordingly, the professionalism of the members of School Committee should be enhanced. 2) Regarding the perception of the effects on the School Committee, they tend to perceive the category related to the school operation negatively, whereas they tend to perceive the reciprocal relationship among teachers positively. 3) Regarding the differences between the expectations and actual performance of the roles of the members of the School Committee, differences for each group based on background variables were diverse, whereas the members were satisfied with the expectations and actual performance of the roles in the School Committee. However, they went through a lot of difficulties to actually perform their tasks. In conclusion, teachers in the School Committee of elementary school perceived establishment of the School Committee positively, and expected changes in teaching and work performance of teachers due to activities of the Committee. The current members of the School Committee were satisfied with the expectations and actual performance of their roles in the most of categories, however, they felt difficulties to actually perform their tasks. On the other hand, they were highly motivated to actively participate in the activities for the improvement of school. Therefore, there should be more attention given to the members of the School Committee for the development of the Committee.
